This is the Warcraft 3 Viewer. It can read different Warcraft 3 formats, such as .blp, .mdl and .mdx files. You can also convert images from .tga (or .bmp, .blp or .jpg) into a .blp file, and also the other way around. It also allows you to watch models. That could be from the MPQ library, but it could also be a new model that you just downloaded.
