2011-11-22 Dysfunctional Arrange Windows

My expectation and previous experience of the  Arrange Windows tool is that if I click the name of a map, that map opens. So why is the Cabre Adminstration map opened when I have clicked on the Cabre map in the list?  See video.

Very unhelpful when you are presenting to a room full of accountants (prospects).
