Section 3 & NSP Webinar Presenters. This information was not recorded. Rafiq Munir, Program Analyst, Economic Opportunity Division, HUD, has been involved in all aspects of administrating Section 3. Sandra Walker, is the Administrator, Section 3 Office, and Manager of the Small Business Development Division, City Manager’s Office, Kansas City. Sheryl Kaullen, Manager, Contract Compliance Office, Kansas City, manages, monitors, and enforces compliance on construction contracts and monitors Section 3. Andrea Robins, is the Director of Adult Programs & Special Projects, Full Employment Council, an organization that provides employment opportunities for residents of the Kansas City area. Catherine Bishop, staff attorney, NHLP, focuses on public housing, voucher issues, the Neighborhood Stabilization Program and Section 3. Staci Gilliam, Director, Economic Opportunity Division, HUD, is responsible for enforcing the statutory and regulatory requirements of Section 3.
